The programme, which will be based on the oversubscribed scheme for 16- to 19-year-olds, is envisaged as a means of intervening earlier to motivate young people at risk of dropping out.
The proposed programme will be strongly work-focused and will be tailored to each young person with intensive personal guidance and support.
It is likely to include two days of work-based learning a week, leading to a diploma and further options including Apprenticeships. The Government intends to pilot the scheme from next year and make it available to 10,000 young people from 2007.
When designing the new programme, the Government will draw from the experiences of voluntary sector organisations, which have already started to develop similar methods of working with young people.
