Young offenders are also victims

The much publicised trial of the two young boys from Edlington who tortured two other boys of similar age has, inevitably, brought back vivid memories of the James Bulger murder 17 years ago.

A generation on, we are again being persuaded by some politicians and much of the media that there is some inherent evil in our children. It was probably no coincidence that the conviction coincided with a key speech by David Cameron on his pet theme of a broken society. The fact that it happened on the same day as the release of the latest criminal statistics was almost certainly chance. But in the coverage of the events in Edlington, most of us probably took little notice of the fact that many forms of criminal behaviour have fallen significantly, and some dramatically.
