Williamson was making the point that youth work is defined by the fact that it is done within a framework of values that include, among other things, a commitment to spontaneity.
I would agree with Williamson without a moment's hesitation. Spontaneity is a hugely important part of what youth work is all about and being able to respond to the here and now is something that all youth workers need to be able to do.
But it's not just young people's here and now. It's ours too. Some aspects of youth work practice may need to remain constant, but others need to adapt to the changing educational environment.
