HMI Probation says that support for children in schools, colleges and with employers is blighted by gaps in provision among youth justice teams.
This includes a lack of specialist support to help children with special educational needs, part-time school timetables being in place for too long and a failure to tackle poor attendance and high rates of exclusions among children.
The findings have been revealed in the inspectorate’s annual report into youth justice services, based on its visits to youth justice services across England and Wales during 2022.
This found that seven out of ten are rated as "good" or "outstanding" and none were graded as "inadequate".
