Youth custody ratio rationale comes under fire

The Ministry of Justice has admitted that it does not know how many staff work with young people in individual youth prisons, despite introducing a controversial new minimum staffing level.

The ministry introduced a staffing ratio of one prison officer for every 12 young people in young offender institutions (YOIs) last month.

Campaigners have raised concerns that the ratio would see staff numbers reduced in YOIs where, on average, staff currently oversee fewer than 12 young people.

It is understood some youth prisons have historically had ratios of one officer for every 10 young people, sometimes fewer.

However the precise impact of the change is unclear after the Ministry of Justice (MoJ) stated that it does not hold data on current staff ratios in response to a Freedom of Information Act request by CYP Now.
