Spending on staff in young offender institutions (YOIs) will be cut and efforts to make the restraint system safer will be shelved as part of Youth Justice Board (YJB) proposals to deal with emergency in-year cuts imposed by the Ministry of Justice (MoJ), it has emerged.

The measures form part of a raft of cuts being proposed by the YJB after it was told to slash its budget by £13.5m for the current financial year.

consultation document published today reveals that youth offending teams will be expected to cut their spending by £9m in 2015/16, £3m less than previously feared, due to cuts being proposed in other areas of work.

The document reveals that £1.5m of the remaining £4.5m in savings will be made from staffing budgets for YOIs.

"YOIs have had difficulties in recruiting sufficient staff in the early part of the year, resulting in the potential for savings," the document states.
