YOI praised for progress prior to custody death

A young offender institution where a 15-year-old boy was found hanging in January was praised by inspectors following a visit just two months before his death, a report has revealed.

An announced inspection of Cookham Wood YOI, the report of which was published today, was carried out by HM Inspectorate of Prisons between 14 and 18 November 2011.

Alex Kelly, 15, was found in his cell at the establishment at around 8.30pm on Tuesday 24 January and was pronounced dead in hospital the following day.

The inspection, carried out just two months before, found that Cookham Wood had been making “good progress” and that outcomes for young people were all now “reasonably good”.

Following Cookham Wood’s last inspection in 2009, inspectors described the establishment as “frightening and unsafe”. 

In 2010, inspectors noted improvements, but characterised the establishment as “off the critical list but still needing intensive care”.
