
Documents leaked to CYP Now reveal that the Prisons and Probation Ombudsman (PPO) investigated an incident at Hindley YOI near Wigan at the request of a young person who suffered a broken bone while being restrained.
The anonymous source of the documents alleges a "cover-up... right at the top".
Investigations into the incident were ordered by Hindley YOI and the National Offender Management Service (NOMS).
But an independent probe by the PPO into the 2011 incident found that the investigations came to the wrong conclusion – that the use of restraint was justified.
The PPO upheld the young man’s complaint stating that the force used on him was “not reasonable, necessary or proportionate”.
