Youth offending teams (YOT) and secure estate providers have asked the Youth Justice Board (YJB) to support improvements in the way interventions with young people are measured.

The finding emerged after focus groups were asked to prioritise how they want the YJB to disseminate best practice in 2012/13.

The report makes recommendations about which priorities should be taken forward next year, and what any resulting projects might look like.

Measuring programme outcomes can help youth offending teams argue a case for funding from statutory partners and reflects an ongoing shift towards payment-by-results in the youth justice arena.

The report stated that: "Across the [focus] groups, the view was shared that this area is a priority because very little is known about how effective YOT and secure estate practice is, including programmes that they may develop themselves.
