New figures in the Youth Justice Board's (YJB) Corporate and Business Plan 2009/10 show £33m has been allocated to initiatives this year, a £3m drop on the 2008/09 figure of £36m.
In 2007/08 the figure stood at £38m.
Apart from drops in prevention funding, the amount handed over to youth offending teams (YOTs) by the YJB has also fallen.
The most up-to-date comparable figures show that funding for YOTs in England and Wales came to £117m in 2007/08.
Last year (2008/09) that figure had dropped to £115m.
Before 2007/08, YJB funding for YOTs had been on a continual upward trend since their introduction in 2000.
In addition to funding from the YJB, YOTs also receive local authority, police and probation service funding.
