What locals really think of public services

The government is seeking ideas for a new survey that will ask residents about the quality of life in their neighbourhoods.

- What is the Place Survey?

It will replace the Best Value User Satisfaction survey, as well as the Planning, Benefits and Library surveys - and if you feel the need to say 'the what?' then you've identified the limitations of public service surveys. However, the Department for Communities and Local Government is undertaking a consultation on the Place Survey with a number of questions about survey methodology.

- So it's a local government exercise?

More accurately, it's a local area exercise that is part of the new performance management framework and linked to the 198 new national indicators for local authorities and their partners. Twenty of those indicators (listed in Annex B of the consultation paper) will be measured throgh responses to the local Place Survey. Issues include: a community cohesion indicator assessing the percentage of people who believe that individuals from different backgrounds get on well together; a community empowerment indicator asking how many people feel they can influence decisions in their locality; and a community safety indicator asking whether drunk and rowdy behaviour in public places is a problem.
