Warren Hill YOI told to address bullying

A young offender institution (YOI) hit by major rioting last year has made progress, but serious concerns remain about incidents of bullying and the use of strip-searching, the chief inspector of prisons has concluded.

Warren Hill YOI, a facility for 15- to 18-year-old boys in Suffolk, was hit by riots last November, resulting in the loss of half its accommodation.

An unannounced inspection carried out in May this year and published this week found that the institution has begun to get "back on track" after the problems, and that it was reasonably safe with good relationships between staff and young people.

But Nick Hardwick’s report also found that young people are routinely strip-searched on arrival, a criticism that had also been levelled on a previous inspection. Another concern was the "high levels of bullying" and young people’s lack of confidence in staff to deal with the problem.
