The Ombudsman's report into the case of the girl, who cannot be named for legal reasons and is now an adult, found that the council continually rebuffed her pleas for support as a child in need over a number of years.
This happened despite the girl being the victim of abuse, having behavioural and emotional problems as well as having suicidal thoughts and suffering with depression.
Although the council dealt with her case initially and finally offered support the ombudsman found that the council took too long to act.
The council also failed to assess her need for social care support or provide the girl, who was absent from school for long periods, with educational support.
