Councils censured for failing SEN children

Two councils have been censured by local government watchdogs for failing children with special educational needs.

Local government ombudsman Jerry White found that the former Bedfordshire County Council failed to provide education for a girl with special educational needs for over a year after her mother removed her from school following concerns her needs were not being met. White recommended that Bedford Borough Council, the successor to Bedfordshire, apologise and pay £3,000 compensation.

Local government ombudsman Tony Redmond found that Suffolk County Council caused a boy with special educational needs to miss a year of appropriate schooling because it delayed in assessing his needs. The child's mother said her son, who has Tourette's Syndrome, was refused an assessment, and the council decided that home education, which she was advised to undertake to avoid prosecution, was inadequate. An assessment was only undertaken after the Children's Legal Centre got involved.
