In a survey of all 22 education authorities in Wales, less than half ofschools said they vetted all adults who had access to children, such asvisitors and caretakers. Only three schools confirmed governors had beenchecked.
Protection for pupils training off-site was described as "inadequate",particularly the "total lack" of arrangements for pupils onwork-experience placements.
Education watchdog Estyn also called for an "urgent" review ofprocedures around vetting overseas teachers. Only a third of educationauthorities gave schools appropriate guidance.
It also found that though head teachers had a clear understanding ofprocedures, other staff often did not.
