UK youth justice out of step with Europe

The UK is out of step with the rest of Europe in its approach to children in trouble with the law, according to a report out this week.

Punishing Children, published on 5 November by the Howard League for Penal Reform, compares different youth justice systems across Europe and finds the majority view a child committing crime as an issue to be addressed by welfare agencies. But, it says, the UK system is centred on punishment.

Frances Crook, director of the Howard League for Penal Reform, said: "What a child has done is separate to who they are. If a child commits a criminal offence, that offence should not define them. Only by addressing the needs of the whole child can enduring solutions be found."
