
Speaking at the Association of Directors of Children’s Services annual conference, Louise Casey argued that the troubled families scheme is right to hold back a proportion of government funding to councils, until they successfully transform the life chances of parents and children.
“Money doesn’t come without strings when you have no money,” she said. “The government doesn’t have much money and made a very big choice to find £450m for this. I think it’s completely legitimate that it reassures itself that actually that money is flowing to the families that they want it to flow to.
“These are tough times and this is additional money and we want it to be focussed on families. Nine times out of ten, setting some goals around those families is a perfectly reasonable thing to do.”
