Published today, the Social Work Taskforce's interim report argues that a "lack of leadership" for social work means that problems are not effectively challenged and the profession is not in a position to defend itself.
It also calls for better partnership between employers and educational institutes to improve the quality of social work education and the level of entrants to courses.
The report states: "Social work is struggling to hold its own as a durable, attractive profession. Widespread staffing shortages are seriously compromising its ability to deliver quality on the frontline."
The taskforce, which was set up to carry out a review of frontline social work practice at the beginning of this year, is continuing to gather evidence that will inform its final report due to be published in October.
