A report from the agency said there was a lack of funding for extra staff and a shortage of suitably trained staff.
The report, produced by the Daycare Trust, found that while in theory all providers expressed a willingness to care for children with additional needs, many felt that they were unable to offer it in practice.
Lack of funding for extra staff, a shortage of suitably trained staff, a lack of confidence within the childcare team, or insufficient resources to provide one-to-one care were among the main reasons for the absence of provision.
Emma Knights, joint chief executive of the Daycare Trust, said: This research highlights the importance of providing the extra staff time, training and funding which is necessary so that every childcare setting can accommodate children with additional needs. We would urge every local authority to ensure that this support is in place for childcare providers.
