Wilshaw has been named as Gove’s preferred choice for the role and the decision will now have to be referred to the education select committee and finally approved by the Privy Council.
Wilshaw has been hailed by the government for his achievements as head of Mossbourne in Hackney, which was opened in 2004 on the site of the former Hackney Downs School.
The academy has achieved two consecutive "outstanding" ratings from Ofsted and 82 per cent of pupils gained five good GCSEs including English and maths this year, with 11 students offered places at Oxford or Cambridge.
Gove said: "I cannot think of a better person to lead Ofsted than Sir Michael Wilshaw. He is one of the best educators of his generation. Sir Michael has transformed the fortunes of thousands of children during his time as a head teacher.
