Shift in youth sentence thresholds

Changes to a proposed new system for intervening with young people who offend will lead to more being handed tougher sentences, critics have warned.

The Scaled Approach system, which is due to launch in November alongside the Youth Rehabilitation Order, aims to develop tiered interventions in a bid to reduce the likelihood of reoffending.

Young people before the courts will have been assessed by youth offending teams on a range of criteria, including the courts' view of the seriousness of the offence and the assessed likelihood of reoffending. The "asset score" and overall assessment will show magistrates and judges what work can be done with a young person within the range of sentencing decisions available.

But it has emerged that the latest version of the Scaled Approach document, from the Youth Justice Board (YJB), has moved the goalposts for asset scores.
