The disappearance of Shannon in February 2008 led to a massive police operation to find her, with the girl later being found in the flat of her stepfather's uncle, Michael Donovan.
Donovan and Shannon's mother, Karen Matthews, were both jailed for eight years.
The serious case review concluded that Shannon's abduction could not have been foreseen by professionals involved in the case and there was "little leeway" for them to pursue alternative interventions.
It revealed that Shannon had been placed on the child protection register in 2002 but was removed in late 2003.
Social workers had intervened with the family on occasions but the extent of the impact of the neglect they investigated was not sufficient for Shannon to be taken into care.
