SEND services: Ofsted finds ‘serious weaknesses’ at half of councils

Ofsted has identified “serious weaknesses” in support for children and young people with special educational needs and disabilities (SEND) at more than half of local authorities over the last five years.

Out of 116 local authorities subjected to a joint SEND inspection by Ofsted and the Care Quality Commission (CQC) between March 2016 and March 2021, 59 were required to produce a written statement of action to address issues.

At each of the local authorities required to produce an action plan, “inspectors had significant concerns about how effectively the local area was meeting its duties or securing better outcomes for children and young people who have SEND”, a new report by Ofsted states.

In 2016/17 just under three quarters of inspected councils were required to produce an action plan. This dropped to just under a half in 2017/18 and just over a third in 18/19.
