A survey of youth workers and youth organisations found that of 233 respondents, a total of 92 per cent said they felt the development of a body for the sector would be a "positive thing".
The finding is a significant boost for the concept of an institute, and further consultation work will be carried out before a final decision is taken on whether a recommendation should be made to ministers.
The exercise, being carried out on behalf of the Catalyst consortium, a group of youth organisations working with the Department for Education (DfE) on a transition programme for the sector, made a number of other findings about the perceived role of an institute.
