As part of a reshuffle Hyslop will swap roles with culture minister Michael Russell in a bid to give the education department "a fresh look", according to First Minister Alex Salmond.
The move follows a spat between Hyslop and the Convention of Scottish Local Authorities (Cosla) last week after latest figures revealed teacher numbers had fallen by 1,300 over the year.
Hyslop blamed councils for the fall, while Cosla accused her of making veiled threats to strip local authorities of their responsibility for education.
Salmond said: "Schools policy has reached a difficult period with our disagreement with many local authorities about their failure to reduce class sizes by sustaining teacher numbers, while we have achieved a new record low in primary school class sizes.
