Schools must look for causes of bad behaviour

Schools are to be urged to take a less punitive approach to dealing with difficult pupils.

Government guidance, which is due to be issued next week, will remind schools to look for the underlying causes of behavioural, educational and social difficulties (BESD) rather than just deal with the symptoms.

Children's minister Beverley Hughes told the National Association of Head Teachers' annual conference: "The guidance will help teachers as they work to remove barriers to the achievement, health and emotional wellbeing of children and young people with BESD as a special educational need."

The guidance is being updated on the advice of an expert group on behaviour, which is chaired by Sir Alan Steer.
