The National Foundation for Educational Research study, which was conducted for the Local Government Association, also found that over a quarter of schools do not promote youth activities.
The Annual Survey of Trends in Education gathered views from around 350 primary school and 850 secondary school headteachers.
Other findings from the study are that two-thirds of primary schools and three-quarters of secondaries are planning to develop extended services. And that schools are increasingly engaging in the Every Child Matters agenda.
