
Inspectors criticised the lack of robust managerial oversight and decision-making, saying this led to incorrect assessments of children and young people, and poor care planning.
Health and adult service professionals also lacked sufficient levels of supervision and training when in direct contact with children, and the police’s use of the Mental Health Act to hold some children was deemed inappropriate.
The report states: “The inspection found significant failings in the contribution made by Wiltshire Council and partner agencies to child protection work, particularly with regard to children and young people who had already been identified as suffering, or at risk of suffering, significant harm and who were subject to child protection plans.
