Richmond and Kingston to create children's services social enterprise

Richmond and Kingston councils are on the verge of forming a groundbreaking social enterprise to take over the running of their combined children's services departments, CYP Now has learned.

The move is part of the London boroughs' plans to merge their departments. The councils plan to establish the joint social enterprise, which will be called Achieving for Children, in a bid to make up to £2m efficiency savings and protect frontline services.

The not-for-profit company, which would provide services including adoption, fostering, children’s centres and special educational needs support, would be run by senior officers from both councils who would switch to become employees of the enterprise.

Both councils claim the venture could provide improved services at reduced cost through cuts in management overheads and administrative burdens and greater continuity of provision across the boroughs. They claim the social enterprise might also have access to government funding and other financial support not available to councils.
