Review criticises care planning after siblings abused by special guardian

A council has been criticised for its "unevidenced optimism" in the placement of two children under special guardianship arrangements, which resulted in their physical and sexual abuse.

A serious case review (SCR) by Oxfordshire Local Safeguarding Children Board (LSCB) found that although there was no indication at the outset that the placement posed a risk to the children, it was concerned about the way Oxfordshire County Council planned their care.

The two young siblings, known as Child A and Child B, were both born with learning difficulties.

The children had been in care before 2013, when they were placed with the special guardians, as their parents also had learning difficulties and were unable to care for them.

The SCR found neither guardian had any experience of parenting, nor of looking after children with substantial disabilities.
