Residential care system lacking in specialist provision, expert warns

The system is “too slender” to meet current needs, Jonathan Stanley, manager of the NCERCC, says in a new blog.

He is calling on the Care Review to improve the children’s residential care system by including plans for more specialist provision in its final recommendations to the government.

Local authorities must also plug gaps in specialist provision for the most vulnerable children not provided by the private sector, Stanley adds.

“The Association of Directors of Children’s Services has stated repeatedly that the sector is not providing the ‘right sort’ of homes. It seems a market mechanism can produce some homes but not others. It’s time for local authorities to address the needs other providers cannot reach,” he states.
