The research, conducted by consultancy firm Capgemini, concluded that from a financial point of view the Supporting People programme represents good value for money.
Supporting People was launched in 2003 to bring together different elements of housing support, and link these to other services that might benefit people with housing needs.
Groups targeted include at risk young people in temporary and settled accommodation.
Capgemini looked at the amount spent on each of the groups covered by the scheme, and the cost of either withdrawing or replacing the support.
It found the £101.7m a year spent on support for 16- to 25-year-olds resulted in a net financial benefit of £16m. Overall the scheme cost £1.55bn a year, and resulted in benefits of £2.77bn.
