The £202m pledge, which was unveiled by Chancellor Alistair Darling this afternoon, extends the September Guarantee that has been in place since 2007.
Darling also announced further plans to prevent a there being a "lost generation" of unemployed young people.
He said: "From next month, no-one under 24 will be unemployed for more than six months before being offered work or training".
The government is investing £300m in bringing the scheme forward six months.
In the last Budget Darling said that 18- to 24-year-olds would have to be unemployed for one year before accessing such support.
At the time, he was criticised for allowing young people to stay out of the labour market for too long.
