The rating, published by the Office for National Statistics, shows how local authorities are performing on services for disabled children in health, education and social care.
The "core offer", introduced through Aiming High for Disabled Children, is the commitment from local authorities and primary care trusts to disabled children and their parents on how they will be informed and involved as their needs are assessed and necessary services are delivered.
In April 2008, the disabled children's services national indicator (NI 54) was introduced to measure and compare the performance of each local authority in England.
The overall score reflects parental experience of three sectors - health, education and social care - against each of the five core offer standards of information, transparency, assessment, participation and feedback for services provided to disabled children.
