At present local authorities and parents have six weeks from the date they learn of changes to admission arrangements to lodge a complaint.
But under the proposals the period within which objections can be referred will be extended. The existing regulations will be replaced by a single deadline - 21 August - and all objections must be referred by this time.
The regulations are due to be brought in from May 2008, in time to affect admission arrangements for entry to schools in September 2009.
The consultation closes on 28 April.
