In the green paper Strengthening Families, Promoting Parental Responsibility: The Future of Child Maintenance ministers have said separating couples will be given more help to find their own settlements, and supported to explore a range of alternatives before the situation escalates to court proceedings.
Under the plans, where government help is needed parents will be charged a fee, excluding cases where domestic violence is involved.
The paper states: "Until now, the Child Support Agency may have been viewed as the default option for parents seeking support to make child maintenance arrangements following separation. We want to change this culture so that parents are supported to reach arrangements between themselves before conflict and disharmony have set in."
