Following an unannounced inspection of its contact, referral and assessments last month inspectors singled out the council's "well developed culture of teamwork and management support" for praise.
This has helped the children's social workers to feel stable and enthusiastic about the job, inspectors said.
Core assessments were found to be of a good quality and the council's focus on gaining feedback on the quality of the service from families was also commended.
Partnerships with police officers and health professionals, and staff training were other areas that impressed inspectors.
However, some areas of improvement were highlighted. Staff said that the Integrated Children's System was "cumbersome" and time consuming.
