The findings come following a spot check of Rochdale's safeguarding practices by Ofsted, where it was found that three out of 10 cases sampled by inspectors had been closed when risks to children had not been adequately assessed.
Other areas for priority action highlighted by the watchdog include the timeliness of child protection investigations, which potentially leave children at risk of harm.
Rochdale council's lead member for children's services Zulfiqar Ali said: "Of all of the services provided by the council, protecting our most vulnerable children is one of our most important. This unannounced inspection has given us several clear priority areas where we need to take action in both the short and long-term to improve the quality of our service."
