During an announced visit of the council's safeguarding children services in August inspectors found severe workload problems in one of the children in need team offices.
This was, "resulting in serious delays in recording, poor quality assessments and the potential for delays in the delivery of services for some children and families," they said in their report.
Although this was the only area of priority action highlighted by inspectors, they said they were concerned about inconsistent thresholds for supporting children and record keeping across the county.
It was also found that, "some assessments lack sufficient analysis," although inspectors did praise the council's, "well resourced, robust and effective" emergency children's services team.
