Ofsted finds National Strategies leaves schools overburdened

Schools have been burdened with too many initiatives, materials and guidance from the government's National Strategies programme to improve literacy and numeracy, an Ofsted report has found.

The report, which seeks to measure the effectiveness of National Strategies before it is phased out in 2011, found that local authorities and schools struggled to make the most of the organisation's "diverse, changing and sometimes overlapping programmes" of improvement support.

The watchdog found that National Strategies did have a positive impact on teaching and learning, but this impact was rarely evaluated properly at local or national level.

Ofsted's chief inspector, Christine Gilbert, claimed government must learn from National Strategies' successes and mistakes, to prepare for next year, when schools are set to take responsibility for organising improvement activities.
