Ofsted and Birmingham Council admit failures in nursery abuse case

Birmingham City Council and Ofsted have apologised for failing to prevent a member of staff raping a child at a Birmingham nursery.

A serious case review into abuse that took place at Little Stars Nursery in 2010 found Ofsted, Birmingham City Council and nursery staff knew that Paul Wilson, an assistant at the nursery, had a “special relationship” with the child.

Wilson was jailed for 13 years and six months in July 2011 after pleading guilty to two charges of rape.

He also admitted 16 counts of causing or inciting a child to engage in sexual activity, 25 counts of making indecent images and three counts of distributing images of children.

The review found that in August 2010, Ofsted had investigated an anonymous complaint about Wilson’s relationship with the child and concerns that a previous manager at the nursery was aware of his “special relationship”.

In response, Ofsted gave the nursery a notice to improve practices at the setting, including safeguarding.
