The report claims that the perception that one in five young people is unemployed is misleading and a more realistic figure would be one in eight young people.
CIPD has questioned why the Office for National Statistics records 16- to 24-year-olds who are in full-time education as being unemployed instead of recording only young people who are not in education, employment or training (Neet).
Dr John Philpott, economic adviser at CIPD, said: "A more realistic picture of the scale of the problem would help move the policy narrative beyond the simplistic lost generation rhetoric."
Shaks Ghosh, chief executive of the Private Equity Foundation, agreed that any measure of youth unemployment should focus on young people who are Neet.
