Number of ‘twin hat’ children’s services leaders at lowest since 2010

The number of directors of children’s services (DCS) who also have responsibility for adult services is at its lowest since 2010, latest figures from the Association of Directors of Children’s Services (ADCS) shows.

On 31 March, there were just 17 “twin hat” directors compared with 20 last year and a peak of 61 in 2015.

The number of “twin hatters” jumped from 14 in 2010 to 35 in 2011, then increased year-on-year before steadily declining since 2015.

ADCS president John Pearce, who is director of children’s services at Durham County Council, said: “One reason why more local authorities may have moved away from these combined arrangements than adopted them in the past year could be because of the complex challenges and demands facing both local authority children’s services and adult services.
