The report into SEN provision, presented to the council's children's services panel last week, revealed that a surge in the number of children with SEN is straining council services. The council has been forced to place 177 children with statements of SEN in private provision.
Many children with SEN who are placed at schools within the county have to travel for several hours a day, because provision is not located according to where they live.
The council is now reviewing SEN provision in the county and developing a new SEN strategy.
The report said: "The strategy will ensure that the needs of all children and young people with special and additional needs will have their needs met within their local learning community, no matter where they live."
