MoJ amends guidelines regarding use of violence on young offenders

The Ministry of Justice (MoJ) has revised its guidance on the use of violent restraint techniques against young people in secure training centres (STCs).

Some of the more disturbing techniques, such as hitting a child in the face with an elbow, have been taken out following a long running campaign by the Children's Rights Alliance for England (Crae).

Earlier this year, Crae won its three-year Freedom of Information challenge to obtain a copy of the guidance manual, which was drafted in 2005.

The Ministry of Justice has now created two new manuals: one, the 2010 Physical Control In Care (PCC) guide focuses on restraint, with the other, Personal Protection, concentrating on the use of force in self-defence.

Crae's national co-ordinator, Carolyne Willow, said: "Crae considered many parts of the 2005 PCC manual to be unlawful and its tone was aggressive and macho. It was also very badly written: a sad reflection of the lack of care taken over such an incredibly important document.
