Medway STC review criticises use of pain-inducing restraint on young people

A serious case review (SCR) has criticised the use of pain-inducing physical restraint at Medway Secure Training Centre (STC), saying it increases the risk of young inmates being abused.

The review by Medway Safeguarding Children Board looked at allegations of excessive force being used against young offenders at Medway STC, following a BBC Panorama investigation in January 2016.

It found that restraint techniques that involve inflicting pain were too readily used by some staff, which heightened the risk that young people could be abused.

The use of techniques "appeared to enable an environment of increased risk of abuse to children", states the review.

"Children reported that having pain inflicted on them was a highly unpleasant experience. Information from them included inconsistency of its application, often between different officers dealing with the same incident," it adds.
