The Probation Inspectorate found that work in Oldham, Staffordshire and Windsor & Maidenhead was generally good.
Oldham was praised for successful resettlement work, while Staffordshire was found to provide a good service to children and young people.
Meanwhile Windsor & Maidenhead was praised for the standard of assessments for young offenders and plans for subsequent work with them.
Three other youth offending teams (YOTs) – Bury, Hertfordshire and Milton Keynes – received mixed feedback.
In Bury, inspectors found “too many examples of where the assessments and plans for work to address vulnerability issues were not of a sufficient standard”.
In Hertfordshire, inspectors said some work was of a good standard but warned that in too many cases, assessments and plans for young offenders were insufficient in regard to both managing a young person’s risk of harm to others and their own vulnerability.
