A quarter of the money will be saved by restructuring Connexions with the axe falling on the service’s work with secondary schools.
A source at the council, who did not wish to be named, said as many as 17 staff will lose their jobs as a result of the decision.
The move, described in council budget papers as a "restructure of service provision to focus on the most vulnerable rather than being available to everyone of the relevant age", will save £1m.
Reduced investment in family support and social care projects provided under contract by community and voluntary sector organisations will save a further £200,000. And funding for community-based preventative programmes through the Children’s Fund will be cut by £200,000.
