About 2,600 pupils have already received tuition through a pilot of the project and early evaluation has shown they made 14 months' progress on average after only 20 hours' specialist tuition.
The scheme will cover 12,000 Year 2 pupils from this year and the number of teachers involved will increase from 207 to 460, the government has announced.
The scheme is set to go nationwide in September 2010, when it aims to offer tuition to 30,000 of the lowest achievers in maths in Year 2.
From next January, 88 local authorities will begin training specialist maths teachers at courses taking place at eight universities.
