Maths teaching in almost half of all schools is merely satisfactory, according to a report by Ofsted.
Although maths exam pass rates have been improving for a decade, only eleven per cent of schools were judged to offer outstanding maths tuition by the education watchdog.
The report criticised schools for teaching to the test, which deprives pupils of a proper understanding of the subject.
Teachers were also slammed for failing to give pupils a chance to use and apply maths and for neglecting the needs of high-achieving pupils.
Ofsted is calling on the Department for Children, Schools and Families (DCSF) to provide guidance for schools on enhancing subject expertise in maths.
